Facing the ugly truth, the rules of the game has always been the same. Late Ghaddafi was executing/victimizing in riot suppression no more people per capita then China. However, he didn't have world-top-3 economy/wells of cheap labor/market (and military...) behind him, so he ended up a boogeyman. The Communist Party ends up... a business partner.
